disable linux kernel smt

/etc/default/grub

add nosmt in GRUB_CMDLINE_LINUX_DEFAULT

add maxcpus=N in GRUB_CMDLINE_LINUX_DEFAULT

grub-mkconfig -o /boot/grub/grub.cfg
